The Office of Population Affairs’ (OPA) Title X family planning program is a critical part of America’s public health safety net, serving as a point-of-entry into care for millions and the gold standard for providing high-quality, affordable, and confidential voluntary family planning and related preventive health services, with priority given to low-income clients. The Title X program has improved access to reproductive healthcare, serving nearly 195 million people in the program’s more than 50-year history.
Family planning services delivered by Title X recipients include a broad range of medically approved services, which includes:
- All Food and Drug Administration (FDA)-approved contraceptive products and natural family planning methods for clients who want to prevent pregnancy and space births;
- Pregnancy testing and counseling;
- Assistance to achieve pregnancy;
- Basic infertility services;
- Sexually transmitted infection (STI) services; and
- Other preconception health services.

- Benefits of Partnering with Title X Clinics, One TPP Project’s Perspective. In Georgia, the SKYE Fulton County Board of Health partnered with Southside Medical Center and Grady Teen Health Center to make their services more adolescent-friendly.
- Assessing and Addressing Clients' Social Determinants of Health in Colorado. BC4U, a sexual and reproductive health clinic in Colorado, included questions about access to essential resources on their intake forms to connect clients with services and supports.
- Cross-Program Collaboration to Advance Preconception Health in Kansas. The Kansas Department of Health and Environment’s free monthly training in February reviewed the Quality Family Planning (QFP) recommendations for preconception care, discussed providing client-centered services, planning for quality improvement, and the RHNTC’s Preconception Health Toolkit.
- Centering Equity and Racial Justice in Family Planning Services in Massachusetts. The Massachusetts Department of Public Health's Sexual and Reproductive Health Program created core values and program standards that promote racial justice and address institutional and structural racism.

Title X services are voluntary, confidential, and provided regardless of one’s ability to pay.

FDA Approves the First Over-the-Counter Birth Control Pill
On July 13, 2023, the U.S. Food and Drug Administration (FDA) approved the first daily oral contraceptive for use without a prescription. Opill (norgestrel) is a medication used to prevent pregnancy, and it is safe and effective when used as directed. People can purchase this over-the-counter (OTC) birth control at drug stores, convenience and grocery stores, and online. Read the FDA’s full press release for more information.
