The HHS Office of Population Affairs (OPA) awarded $2 million in one-time supplemental funding from the Public Health Prevention Fund to 11 Title X service grant recipients. The one-time supplemental funding will enable these organizations to expand access to Title X services across their networks.
Title X is the only federal grant program dedicated solely to providing individuals with comprehensive family planning and related preventive health services. Family planning services include a broad range of medically approved services, which includes Food and Drug Administration (FDA)-approved contraceptive products and natural family planning methods, for clients who want to prevent pregnancy and space births, pregnancy testing and counseling, assistance to achieve pregnancy, basic infertility services, sexually transmitted infection (STI) services, and other preconception health services. Title X clinics also provide linkages to primary care and prenatal care for clients in need of those services.
The Title X program prioritizes services for low-income individuals with reduced access to health care. In 2023, 60% of Title X clients had incomes at or below 100% of the Federal Poverty Level (FPL) and received services for no charge, 23% of Title X clients had incomes between 100% and 250% FPL and received services on a discounted sliding scale; and 27% Title X clients were uninsured. For many Title X clients, the Title X clinic is their only access to health care for the entire year.
