1. May references/works cited be included in the Appendices to the Project Narrative?

References/works cited may be included in the Appendices to the Project Narrative. Please be mindful of the total page limit for the project narrative (30) and the project narrative plus appendices (60) stated on page 11 of the NOFO.

2. What is the award ceiling per budget period for this grant?

The award ceiling is $1.1M per 12 month budget period.

3. Can our project include other federally funded program models or are all proposed projects specifically limited to only currently funded TPP program models?

Programs included in your proposed research/evaluation project are not exclusive to TPP funded models. Applicants should carefully review the merit review criteria beginning on page 31 of the NOFO to ensure the proposed project addresses these criteria. Additionally, all projects proposed should align with OASH priorities and one or more of the priority areas listed (as stated under Project Significance and Alignment with Priority Areas, page 31).

4. What is the deadline for applications?

Applications must be submitted in Grants.gov by 6 p.m. ET on August 5, 2026.

[NEW] 5. Are secondary analyses using publicly available adolescent reproductive health datasets, or systematic reviews, responsive to the NOFO, provided that the proposed research addresses one or more of the program priorities outlined in the funding announcement?

Secondary analysis of publicly available datasets is responsive to the NOFO. Applicants must clearly document the proposed data source(s) in their proposal and are strongly encouraged to thoroughly review the merit review criteria beginning on page 31 of the NOFO. Most relevant to this question, the Technical Approach and Evaluation Design section on page 32 includes several criteria related to data access, feasibility, and readiness.

[NEW] 6. The NOFO indicates that projects may use existing program, evaluation, research, or administrative data. Does OPA maintain or facilitate access to evaluation datasets from completed TPP projects?

OPA does not maintain or facilitate access to evaluation datasets from completed TPP program evaluations. Applicants are expected to obtain this data directly from the dataset owner.

Please note on page 14 of the NOFO: 
"Applicants proposing to use existing datasets or administrative data should clearly describe data availability, access, permissions, and readiness to begin the proposed work. Recipients are responsible for obtaining and documenting all necessary permissions, approvals, and agreements required to access or use proposed data sources. Documentation may include memoranda of understanding (MOUs), data use agreements, institutional approvals, school district approvals, parental consent materials, or other applicable documentation. OASH may request supporting documentation during the project period."
