Funding Opportunity Announcements for the Embryo Adoption Awareness and Services (EAA) Program

The HHS Office of Population Affairs' (OPA) Embryo Adoption Awareness and Services (EAA) program aims to increase public awareness of embryo adoption as a method of family building and to provide individuals adopting embryos the medical and administrative services deemed necessary for such adoptions. Recipients of the EAA program should be individuals that are currently involved, soon may be involved, or are interested in adopting or donating embryos, and the medical facilities/providers involved in assisting those individuals with embryo adoption and donation.  


Funding Opportunity Announcements for National Training Centers

Fiscal Year 2026 Infertility Training Center

The Infertility Training Center will provide training and technical assistance to Title X grant recipients to help them to:

  1. Educate on the root causes of infertility and the broad range of holistic infertility treatments and referrals available to patients both within and outside Title X-funded clinics.
  2. Promote access to robust body literacy education and fertility awareness-based methods to address root causes of infertility, such as reproductive health conditions.
  3. Expand and enhance root cause infertility testing, treatments, and referrals available to enable patients to receive as many needed personalized and comprehensive infertility services as possible within the Title X-funded clinic for fertility restoration.
  4. Enhance referrals between Title X-funded clinics and root cause infertility specialists, including professionals trained in fertility awareness-based methods and minimally invasive surgeries, to ensure patient-centered care.

Fiscal Year 2026 National Training Center for Teen Pregnancy Prevention

Through a competitive NOFO, OPA will seek applications to establish and operate a National Training Center for Teen Pregnancy Prevention (TPP) to provide training and technical assistance to all OPA-funded TPP program recipients. All activities funded under this NOFO must be in compliance with statutory requirements and are expected to be in alignment with the Priorities of the Office of the Assistant Secretary for Health. Many of these grant recipients rely on sub-recipients and partners to directly deliver services and implement programs. Therefore, OPA expects the funded training center to provide assistance at the grant recipient, sub-recipient, and implementation partner levels to support grant recipients and the efforts of their network.

Fiscal Year 2026 National Training Center for Family Planning

The purpose of this funding opportunity is to create a single, coordinated national training center that provides comprehensive training and technical assistance to Title X grant recipients and their networks of sub-recipients and service sites. Title X currently operates through a large and diverse network of more than 3,800 service sites that provide Title X services to close to 3 million low-income individuals annually, and these providers rely on consistent, high-quality support to meet statutory and regulatory requirements and OASH and OPA priorities.


Funding Opportunity Announcements for the Teen Pregnancy Prevention (TPP) Program

Fiscal Year 2026 Teen Pregnancy Prevention Evaluation Grants

OPA plans to solicit applications for projects to carry out evaluations of teen pregnancy prevention approaches that would make significant contributions to preventing teen pregnancy. OPA intends to make available an estimated $2.2 million for up to nine grant awards for a period of up to three years. OPA will consider evaluation projects that explore new questions in teen pregnancy prevention that improve the efficiency, effectiveness, and quality of these programs and services. These grants are for projects that can be conducted within two to three years, such as secondary data analyses or research using existing program and evaluation data, research, or administrative data.


Funding Opportunity Announcements for the Title X Family Planning Services Program

Fiscal Year 2026 Title X Family Planning Research Grants

OPA plans to solicit applications for projects to conduct research or analyses that would make significant contributions to the mission of OPA and to the family planning fields. OPA plans to fund a new set of research grants to explore questions that aim to improve the efficiency, effectiveness, and quality of Title X family planning services. These grants are for projects that can be conducted within two to three years, such as secondary data analyses or small applied research projects. OPA anticipates making available approximately $1,500,000 for an estimated six awards in the range of $200,000 to $500,000 per year for a period of 2-3 years (12-month budget periods). All funded recipients will be expected to implement any funds awarded in alignment with the Priorities of the Office of the Assistant Secretary for Health

Fiscal Year 2027 Title X Services

The HHS Office of Population Affairs (OPA) intends to make available up to $257 million to provide Title X family planning services. This notice of funding opportunity solicits applications to provide Title X services for up to 90 grant awards for a period of up to five years. OPA's Title X program is implemented through competitively awarded grants to a network of public and private nonprofit entities and prioritizes services for low-income individuals with reduced access to health care. OPA's Title X family planning program funds "voluntary family planning projects [that] offer a broad range of acceptable and effective family planning methods and services (including natural family planning methods, infertility services, and services for adolescents)" (Title X of the Public Health Service Act, 42 U.S.C. 300 et seq.).
