1. Will researchers be able to request and access deidentified encounter-level FPAR data at the grantee level?

OPA is only able to share publicly available and aggregate data at this time. 

2. The top of page 14 says, "Most projects should focus on achieving ONE outcome." Is this referring to measurable outcomes or the project goal?

Proposed projects should have one measurable outcome and one project goal. Under Technical Approach on page 13, the NOFO indicates, “State your project’s main goal and objectives. Unless your project is very complex, stick to one overall goal.” The Measurable Outcomes section (pages 13-14) indicates, “Note: most projects should focus on achieving ONE outcome.”

[NEW] 3. What Title X data is available to me as a researcher if I obtain a data use agreement (DUA) with OPA?

The limitations to the scope of OPA’s data sharing as described on page 6 of the NOFO: “Only national and state level aggregate data is available for secondary data analysis through a Data Use Agreement (DUA) with OPA. Applicants wishing to work with individual grantee-level data will need to work separately with the respective Title X grant recipients to procure that data."

[NEW] 4. Am I required to obtain a data use agreement (DUA) with OPA before applying to this grant opportunity?

If an application is awarded that proposed a DUA with OPA, the award recipient would initiate the DUA with OPA post-award for either the national-level and/or the state-level Family Planning Annual Report (FPAR) data.
