The HHS Office of Population Affairs (OPA) is awarding more than $261 million in continuation grant funding to support 86 organizations to deliver equitable, affordable, client-centered, and high-quality family planning services. Title X is the only federal grant program dedicated solely to providing individuals with comprehensive family planning and related preventive health services.
The program supports a diverse network of over 4,000 clinics across the country, including state and local health departments, federally qualified health centers, hospital-based sites, and other private nonprofit and community-based health centers.
These clinic sites provide over four million family planning encounters to 2.6 million clients a year. Family planning services include a broad range of services including pregnancy prevention and birth spacing, pregnancy testing and counseling, assistance to achieve pregnancy, basic infertility services, sexually transmitted infection services, and other preconception health services. Clinics also provide linkages to primary care and prenatal care for clients in need of those services. Moreover, for many patients their Title X clinic is their only access to health care for the entire year.
The Title X program mainly serves low-income individuals with reduced access to health care. In 2022, 60% of clients had incomes at or below 100% federal poverty level (FPL) and received services for no charge. Another 24% had incomes between 100% and 250% FPL and received services on a discounted sliding scale.
