About FPAR 2.0
Family Planning Annual Report (FPAR) 2.0 is the next iteration of FPAR data reporting that will collect encounter-level data for Title X family planning service grant recipients. FPAR 2.0 will allow for improved data collection, reporting, and analysis that will ultimately allow for more opportunities to improve service delivery.

All grant recipients are expected to submit encounter-level data for calendar year 2025. No waivers will be available for the 2025 FPAR data (2026 submission period).

A new FPAR 2.0 Valid Values file is available for the 2025 FPAR (data submitted in 2026).
No data elements have been added or removed. Some response options for Contraceptive method at intake reported– at intake (data element 17) and Contraceptive method at exit reported – at exit (data element 19) were updated.

It provides an overview of how encounter-level data are protected, how OPA and contractors operate and maintain the FPAR 2.0 system, and how the federal government adheres to federally mandated IT regulations, standards, policies, procedures, and rules to protect FPAR data and FPAR system integrity.

FPAR 2.0 Valid Values
The FPAR 2.0 Valid Values file is a reference file listing all FPAR 2.0 data elements and acceptable values that may be used for the 2025 FPAR (submitted in 2026). No data elements have been added or removed. Some response options for Contraceptive method at intake reported – at intake (data element 17) and Contraceptive method at exit reported – at exit (data element 19) were updated. Please refer to the "DE Change Log" tab of the 2025 Valid Values File for details regarding these changes. Grant recipients should reference the latest version (June 2025) of the 2025 FPAR 2.0 Valid Values file for FPAR 2.0 data collection and reporting.
A brief orientation video for grant recipients about the FPAR 2.0 Valid Values file is available on Connect.gov. Please contact your Project Officer for instructions on how to access the orientation video.

Implementation Guide
The Implementation Guide contains important information for grant recipients, data vendors, and other stakeholders. Specifically, it provides grant recipients with (1) a brief introduction to FPAR 2.0, (2) general instructions on completing the FPAR, (3) a review of key terms and definitions, (4) guidance on FPAR 2.0 reporting pathways, (5) FPAR 2.0 data requirements, (6) data elements, (7) information on FPAR 2.0 data privacy, and (8) technical assistance resources. The FPAR Forms and Instructions are located in Appendix A of the Implementation Guide.

The FAQ page lists frequently asked questions received through webinars, the Title X conference, and through emails to OPA and TA vendors. This page will be updated frequently and will serve as a resource for grant recipients and data system vendors.

Technical Assistance
OPA and its contractors will provide comprehensive technical assistance (TA) using a collaborative and coordinated approach to help grant recipients transition to the new FPAR 2.0 data system. These activities include group and individualized technical assistance to end users of the system via formal trainings, written materials, and other documentation. TA materials and assistance are available to grant recipients, subrecipients, and EHR vendors. Note, only grant recipients will have access to submit data, so we encourage ongoing coordination between grant recipients and their partners.
